Let's try to imagine a perfect, highly developed civilization. A civilization of perfect reason and harmony the Civilization of our dreams.
Can all people live in the same way in such civilization?
For certain, there can be persons there, who not always have the ability to reason well enough to comprehend all of the situations, which they fall into. There will be those who do not always have the feeling of harmony which would be required for the complete acceptance of the correct solution of a given problem.
Shall such unfortunate people then be viewed as criminals in customary for us submission?
It is improbable. But probable these "naive children" will be a constant source of conflicts in society.
What to do? Should we to give to these "children" instructors, overseers and policemen? Should we to invent the "good" laws? Should we construct prisons for the infringers of the laws of the "good"?
These standard solutions quickly bring down " dream-civilization " to the kind of society to which we have been accustomed.
But for the highly developed civilization, there are probably many different versions of solutions for the given problem. For example: it is possible to try to innoculate such an incomplete soul with some kind of "perfect computer", which would not interfere in the day-to-day life of the person, but which would exhibit itself when the person encountered a conflict situation.
Would this "perfect computer" be enough? Perhaps, not. There do not seem to be many ways of avoiding of conflicts in society. And, it is necessary for people to carry out some functions in society (otherwise, there will not be a society).
Thus it is necessary for such a "computer" to carry out one more function. This would be to motivate and assign such debilitated people to constructive directions.
In this way, for such people, there is generated personal confidence, there is created a feeling of personal duty, responsibility, purpose.
"Naive children" will grow and are improved, and acquire force of spirit. The "computer-conscience" begins to lose the authority over the person. Then conflicts occur again.
But attempts of further increase of an authority of "computer-conscience" can result in stopping of the persons development. In addition, it is probable that "hothouse" living conditions in "Dream-Civilization" will not promote further development of reason.
There is a need for the other version of solution of the problem. For example: it is meaningful to move "conflicting" souls into less advanced civilizations. In such a situation they can maximize and exhibit their potential. In such conditions, they will have much more freedom in their process of realization. There, they can acquire vital experience.
What will happen with "migrant's" souls in less developed civilizations?
Probable they will quickly get such illnesses of spirit as envy, greed, vanity, nationalism etc.
The question is, whether such a "computer-conscience" could to protect them from contamination by such illnesses? Probably, but not for a long time. Because it becomes a source and environment of an illness called faith. The religions successfully justify human defects ("Because the person is guilty") and direct activity of the person (of "computer-conscience") for service to Idol-God. If there were no "computer-conscience" there would be no religion.
Probably it would be better to disconnect "computer-conscience" at the time of such resettlement of the individual soul, but is it possible to accomplish to this unambiguously? Because, probably, over time, such a "computer-conscience" will become an integral part of the person and its withdrawal can destroy the person. The same is true in the case of withdrawal of mechanisms of ESP ability, telepathy, telekinesis etc., which the person has used in professional activity. And blocking of any kind of ability is not absolutely reliable operation.
But this problem is solvable. These children, upon developing, improving the reason, making force of spirit, gradually take possession of the full control of the activity. Such a person begins to rework himself in such ways as he considers to be necessary. Then the "computer-conscience" can cease to exist as such. The person gradually passes from functioning according to a computer program into life through true comprehension. And then such a Person is already a true member of "dream-civilization".
It is one version of interpretation - what is our conscience.
But can be and others. For example: probably, conscience it not something artificially introduced from the outside, but a refined instinct (reflex) of self-preservation and survival of species.
